Car/ Bike Sharing Provision

Tender description

Exeter City Council (ECC) and Exeter City Living (ECL) will be undertaking a market engagement exercise and a possible future procurement process for the provision of on-demand affordable shared mobility through hire-by-the-hour electric cars, bikes and scooters via local mobility hubs within the Exeter region. This exercise is being undertaken to engage with the market to inform the way in which we put out any future tender and to encourage others in the market to move into this field of supply which is currently not met in this location. Lot 1: The objective of the exercise is to: - Understand market Capability and Capacity to deliver the service. - Understand the preferred method of delivering the e-car and e-bike service around the Exeter region. - Understand the preferred contractual model for delivering the service. - Understand if the service model is viable and sustainable for the length of the contract. - Understand the preferred / most viable contract length. - Understand if there are any financial risks with the delivery of the service. - Understand the mobilisation requirements of the service. - Understand the premises requirements for the service. - Understand any barriers to bidding; and - Understand the social value deliverable's of the service. ECC and ECL welcome interested supplier parties to attend a one hour call with the project team which will be held via Teams w/c 11/09/2023.
