Tender description
Westminster City Council is looking to deliver a minimum of 5 (five) Automatic Public Conveniences within the borough. These sites will consist almost entirely of on-street locations although there could be an opportunity within the Council's parks and open spaces and/or leisure centres. We envisage that most of these will be a replacement at existing locations on the public highway, but we would be interested in installing multiple cubicle units where site conditions allow. There is an identified site where we are seeking to deliver a bespoke public toilet building form with cladding that contains off the shelf APC units internally (combination of disabled and ambulant disabled). We however anticipate that most of the sites will consist of a single cubicle unit. We have recently undertaken a refurbishment of a single cubicle unit, and this work was supported by the Council’s own highways service provider, and at this stage we expect this type of relationship to continue for future installations and programmes. The bespoke toilet building already has a council appointed architect and they are working with the highways term contractor. Where the footprint of a new unit differs from what is currently in situ, the Council understands that existing utility and drainage connections would need to be checked, as well as any additional structural and other surveys may need to be undertaken. Our intention, therefore, is to procure a contract for APC's so prior to the expected procurement within the next 12 months, we are interested to learn how this could be achieved through issuing this PIN and Request For Information. The purpose of this PIN is twofold. One, to notify the market that a future procurement is planned to occur during the next 12 months, and two, to understand in greater detail how WCC could deliver this service and gain invaluable information from the market to help support the WCC future strategy.
