To establish the Council’s future role in the provision of Sport and Leisure Facilities in the borough and their contribution to Public Health Outcomes, considering how they can move towards or achieve a cost neutral position” St. Helens Borough Council like many has increasing pressures being placed on its revenue budgets and needs to reduce costs wherever possible. As a non-statutory service if the Borough Council is to continue to provide a public leisure offer it must be on a cost neutral basis if possible. Please see Section 2 for the full tender brief.
