Summary of the work Understanding the current processes undertaken by the two Business Support hubs and design a new way of working to highlight efficiencies and potential savings within the teams. Specialist role Designer Expected Contract Length 2 months Latest start date Friday 20 January 2023 Maximum Day Rate Up to £500 per day based on experience Who Speclialist Work With Specialist will mainly liaise with the Change team within the council as well as the current Heads of Service for the Corporate and People/Families Hub within the Council. There may be some interaction with Corporate Directors of various teams in order to understand work impact. What Specialists Work On 1. Develop the ideal Business Process Map for the Business Support functions based on discovery conducted of the teams 2. Highlight overlap between Business Support functions and other services 3. Identify potential efficiencies that can be made alongside the implementation of a new ERP system Skills & Experience • Undertake performance deep dives, rapid reviews and full reviews • Lead on requirements gathering, process mapping and re-engineering and other improvement activity for identified teams • Carry out research and analysis to help define best practice • Develop new service delivery options • Advise colleagues on relevant issues within the service area and provide professional challenge and advice to colleagues. • Strong interpersonal and communication skills • Ability to identify problems and develop innovative solutions to them • Qualitative and quantitative analytical skills • Manage projects and/or programmes focused on service or efficiency improvement Nice to Haves • Utilise a very high degree of persuasion and influencing with senior stakeholders, providing advice on changes to ways of working • Prepare and present a full range of reports covering area of responsibility. • Experience of using service improvement approaches within a complex organisation • Experience of advising, writing and presenting strategic reports on complex issues to senior managers and Members Work Location Waltham Forest Council Waltham Forest Town Hall Forest Road Walthamstow E17 4JF Working Arrangments Hybrid working with 2-3 days required on site and for specific face-to-face meetings No. of Specialists to Evaluate 5 Cultural Fit Criteria • Work as a team with identified stakeholders • Champion a collaborative approach to work and decision making • Can work with clients with low technical expertise • Political and strategic awareness • Strong leadership skills, acting as a credible role model for cultural change Assessment Method • Reference • Interview Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. There is not currently an incumbent for this role, however the successful person will be working with members of the Change team who helped to lead on the internal service review earlier in 2022 2. This project will result in the supply of resource to work with our staff, and we - as the buyer - will exercise operational direction and control, therefore the off-payroll rules apply.
