Specialist role Developer Expected Contract Length 3 months Latest start date Tuesday 3 January 2023 Maximum Day Rate Maximum day rate £800 Who Speclialist Work With To be confirmed What Specialists Work On EMSOU has around 800 users spread across the five forces who require access to an intranet. Each local force has their own office 365 tenant and EMSOU officers and staff work across the five forces collaboratively. The proposed solution must meet EMSOU business requirements. The Intranet site administration must provide identified colleagues across the organisation the ability to update, create, modify content via a scalable and modular approach including design features such as (but not limited to): - News categories - Links to internal sites eg payroll / HR - Analytics / engagement statistics - Links to social media sites Skills & Experience • Provide your experience of working with stakeholders and teams to aid service transition. • Provide your experience of upskilling staff with no technical knowledge to develop intranet pages through the delivery of training packages. • Provide an example of how you would ensure access to the intranet across five forces who work on five different O365 tenants to allow collaboration. • Outline your experience of solution delivery at Government Classification Official-Sensitive level and explain how you would implement controls to protect data. • Please provide evidence of a solution you would suggest that would not require any HTML coding / software development skills. • Provide experience of incorporating search functions into webpages to aid searchability across whole sites and individual pages • Solution must support ingesting identities from multiple Azure Active Directory Identity store (multiple tenants). Please provide experience/evidence to support this requirement • Aligning to National Policing Digital Strategy, Cloud first principle solution must be Cloud native. An on prem solution with a clear migration path will be considered. Please confirm experience • olution must support definable access control at multiple sub layers of intranet - Role Based Access. Please evidence how your chosen solution achieves this, including how you would approach governance • Solution must support the publication of multiple media types including active content, please evidence how this requirement is achieved/met • Solution must be secured by design for access and content management/storage. Aligning to NCSC cloud principles, Cloud Landing Zone architectures. Please evidence how the solution supports, aligns to this. • Support must support access audit capability, please evidence how this is achieved. • Outline your experience of embedding the use of Office 365 applications and how the features can be utilised to help the organisation use apps • Please note that the above mandatory criteria will require a minimum score of 2 • Police security clearance to NPPV3 + SC. Pass / Fail Nice to Haves • Outline experience of organising a consolidated document library / knowledge base that includes governance, version control and review, retention and deletion procedures conforming to existing policies. • Solution should include a regional directory service ingesting identities from either an HR solution and/or Active Directory. Ingesting attributes such as Role, Company, Telephone number, Email address. Please evidence • Please provide any references of where you have completed this type of work previously who would be willing to provide work examples Work Location In the vicinity of M1 Junction 27 Working Arrangments On site with the possibility of remote working. Is there a maximum value for the design work? Yes £50,000 3. Yes we currently have E3 O365 licenses and soon to be E5Sharepoint online – yesPlease define what you mean by a sharepoint online and an intranet in a box/accelerator? 4. Please can you confirm whether this piece of work if for design of an Intranet only, or design and implementation? We would be looking for design and implementation. It may be that we have a phased approach, but we are looking for something that we can build on and is scalable. 5. Can you please clarify what the design budget of £50K relates to, as there is no mention of design within the notice. As per the title we can confirm this is to Design and deliver an Intranet for EMSOU. 6. Will you consider using SharePoint Online and an intranet in a box/accelerator product? These products provide functionality beyond the functionality available with just using the Microsoft-delivered features of SharePoint Online. These products typically deliver 80% of what is required of an intranet very quickly and produce more advanced intranets while allowing specific functionality to be added if needed. There is usually a licence fee involved in using these products. We are open to all considerations and suggested directions, that’s why we haven’t defined a specific route if there are better options available to us. Additional licence costs would have to have discussions around.
