To undertake review and update (in the form of new reporting) of the appraisal investigations and findings for Whalley and Billington, (by Motts OBC 2019) with the aim of providing an updated assessment of the economic and funding position of the 3 short-listed flood risk management options. This shall be done considering the latest, updated since original studies, guidance and improvements in hydrological flow estimations.
