Tender description

The Southern Health and Social Care Trust (the Contracting Authority) is seeking to appoint a Contractor to a framework under which the Contracting Authority may enter into Call-off Contracts for the Survey, Supply, Installation and Recovery of Stair lifts in Domestic Premises, as prescribed by Southern Health and Social Care Trusts Occupational Therapists. The framework may incorporate Building, Mechanical, Electrical and Asbestos Works and other related specialist works. It is expected that the Economic Operators shall adopt an integrated supply chain approach to managing the provision of the works to be delivered under the Contract and any Call-off Contract. Each Economic Operator will be expected to have significant flexible and readily available resources in order to provide the Contracting Authority with a rapid response and an ability to deal with emergency type works. Successful tenderers shall be appointed to the framework for a period of 3 plus 1 years. It is anticipated that any Call-off Contracts awarded shall have a term of up to three years, subject to the terms of the relevant Call-off Contract. The Framework and any Term Service Short Contract will involve the design and installation of Stair lifts and associated building, mechanical, electrical and asbestos works. The Economic Operators shall be appointed as Principal Designer and Principal Contractor in compliance with the CDM Regulations (NI) 2016. The Economic Operators awarded Contracts may be awarded Call-off Contracts under which they shall deliver the service, which shall include, but not limited to: • Survey (Including Design); • Supply; • Installation; • Recovery; • Storage; • Reinstallation of Stair lifts in Domestic Premises. The number, value and scale of all or any works are indeterminate at this time. The Contracting Authority is not under any obligation to award any Contracts or Call-off Contracts or instruct any Task Orders (as defined under the NEC4 Term Service Short Contract) under a Call-off Contract. Task Orders will be instructed at the absolute discretion of the Contracting Authority and in accordance with the needs of the service and the resources available. No commitment is given with regard to guaranteed quantum and continuity of work. The Contracting Authority is not responsible for meeting any costs incurred by the Economic Operator should the quantity of work fall short of Economic Operators’ expectations. The Economic Operator with the lowest acceptable price being awarded a NEC4 Term Service Short Contract (TSSC), whilst the next economically advantageous Economic Operator shall have Reserve status.
