A business proposal is a written offer from a seller to a prospective buyer.Business proposals are often a key step in the complex sales process—i.e.,whenever a buyer considers more than price in a purchase. A proposal puts thebuyer's requirements in a context that favors the seller's products and services,and educates the buyer about the capabilities of the seller in satisfying theirneeds. The professional organization devoted to the advancement of the art andscience of proposal development is the Association of Proposal ManagementProfessionals. To deliver against the scope of work, Allyson Glover (the consultant)would create a project plan, split into phases, with clearly definedactions and outcomes for each phase (see Gannt Chart). Each phaseis costed, individually. Phased costings allows for the project to beconcluded at the end of any stage, e.g. if insufficient interest incollaborative bid is received, meaning council get best value formoney, and only pay for services received. It is anticipated thatregular contact and discussion will take place between the consultantand Academy lead, with weekly progress updates emailed on aFriday.
