Tender description

Essex County Council (ECC) has a contract opportunity to evaluate a national free bikes programme that spans across Essex, Birmingham and Southall using Social and Economic Return on Investment methodology. We are seeking a specialist evaluation organisation to develop and implement an evaluative Social and Economic Return on Investment of the free bikes programme, spanning the three free bikes schemes, and to report on the findings. The evaluation aims to confirm the evidence we already have and further explore what other learning and impact there is by exploring the social and economic value free bikes are having for individuals, their families, the local community and wider economy. This should include any changes to physical and mental health of individuals, wider family and community effects including community cohesion and connectedness, and wider system impact. The three free bikes schemes already hold some evaluation data supporting positive impact and this evaluation should seek to build on this.
