VEAT Notice Intention to award a service contract for the provision of support services in relation to international recruitment

Intention to award a service contract under Regulation 12 of the Public Contract Regulations 2015 (PCR 2015) for support in developing a focussed programme of initiatives to support local authority members and the Adult Social Care Workforce. Lot 1: WMADASS is a membership organisation representing directors of adult social care services in the West Midlands. WMADASS have identified the need for work to be undertaken to address the workforce challenges faced in the adult social care sector. As lead council for WMADASS, Shropshire Council intends to award this contract to West Midlands Employers (WME), an unincorporated employers’ association. WME has the characteristics of legal personality by virtue of section 127 of the Trade Union and Labour Relations (Consolidation) Act 1992, and operates on the basis that it is a legal person which is controlled by all 32 of its member councils, including Shropshire Council, therefore meeting the test in Regulation 12 (4) PCR 2015. At least 80% of WME’s income is generated from services delivered to the 32 councils that are members of the employers association, and there is no private capital participation in WME’s business.
