Tender description

Pre-Procurement Consultation - note: this is not a tender exercise - this is a pre-procurement questionnaire to help inform any subsequent procurement exercise. Liverpool City Council is examining the possibility of deploying a Public Health Alert system to alert the public of air pollution events. The system will operate in a similar way that the Met Office offers alerts for days with high pollen counts or high UV index with a traffic light system depending on the potential severity of the event. Members of the public shall be able sign up to receive a notification by text or email that air pollution is predicted to be moderate or above on the Daily Air Quality Index the next day. The alert system shall cover the following key pollutants: • Nitrogen Dioxide • Particulate Matter (as PM2.5 and PM10) • Ozone In addition, the council shall be able post these alerts on social media and other information channels. The alert will be accompanied by practical health advice to recipients (e.g. don’t exercise outdoors, carry your inhaler etc.) The forecasting system shall be more advanced and location specific then the Met Office alert system offering alerts based on local data sources, such as local automatic air quality monitoring. A webpage will be required that should be integrated into the existing Lets Clear the Air website (https://letscleartheairliverpool.co.uk). It should be noted that the Council can access the Merseyside Atmospheric Emissions Inventory (MAEI) that is currently held by the Liverpool City Region Combined Authority Keywords: air quality, alerts
