The Irish Defence Forces Corps of Engineers (COE) requires the capacity to monitor utility usage in its installations in order to identify and eliminate energy waste where it way be occurring, identify deviations in operational performance of our energy using systems and to measure the effectiveness of energy saving works or initiatives. To achieve this, there is a requirement to create a Framework Agreement allowing COE units to install electricity, Solar PV, gas, water, LPG, and Kerosene meters, as well as sensors for measuring relevant variables within the scope of their barracks and installation’s Energy Management System (EnMS). Such a system will need to be provide accurate and timely information on utilities usage that will allow for compliance with ISO50001 requirements
