Tender description
This tender is in relation to a requirement under Probation Board for Northern Ireland (PBNI’s) Notification and Review Procedures for Serious Further Offences for an external review to be completed in certain cases (or where an independent review is required in other circumstances). The purpose of these procedures is to review PBNI’s practice in cases where individuals under the supervision of the PBNI have been charged with a serious violent or sexual offence so that lessons can be learned and recommendations (if any) made for practice. An additional benefit of these procedures is to provide reassurance to: • Victims, their families and the wider public • the Chief Executive Officer and Senior Leadership Team of the Client • Members of the Probation Board, relevant Department of Justice staff, elected representatives and the relevant Minister that PBNI is accountable for the services it provides and has rigorous systems of scrutiny for such cases. If the Director of Operations or Director of Rehabilitation believes the serious further offence is so serious that an external independent review is required, e.g. instances of murder or rape, he/she can commission this. The Procedures state that the ‘Board should maintain a register of appropriate persons suitably qualified to carry out such a review. If required, a tender should be put out for suitably qualified people to undertake this work at an agreed rate’.
