Commissioning and Engineering-related Services Qualification System

Tender description

Lot 1: ESB Networks is seeking expressions of interest to obtain a place on a qualification system that will be established for companies to carry out Commissioning and engineering-related services associated with electrical utility infrastructure in the Republic of Ireland. It is envisaged that applicants who first qualify to join the qualification system (following an Evaluation of QSQ responses from Applicants received by 15:00hrs on 08th June 2023) will be invited to participate in a procurement competition to form a national eight (8) year Commissioning and engineering-related services Framework Agreement, which will be used to assist with the delivery of a number of large CapEx projects and maintenance programs in Electrical Substations in Ireland. These resources will be expected to provide Commissioning services in Electrical Substations on all Voltages across the Distribution (10 kV, 20 kV and 38 kV) and Transmission (110kV, 220 kV and 400 kV) Networks in Ireland. The Commissioning services required will include, but is not limited to: HV/MV Substation Primary Apparatus, HV/MV Substation Secondary Systems, General Substation Infrastructure, HV & MV Cables, 38 kV and MV Downline apparatus. It will also include, but is not limited to: Pre-commissioning Services, Technical Procedure Development, Control and Protection Device Application and Elementary Standard Development, HV/MV Substation and Downline Design: Primary design (AIS, GIS, Mixed Technology Switchgear and MES substations including physical and civil engineering design, substation compound fencing, security and earthing), Design of Substation Secondary Systems (e.g. Substation Auxiliary AC and DC Systems, Protection, Control and Automatic Switching, Communications, Digital Equipment, Interfaces, etc).
