Tender description

The purpose of this contract is to secure the services of a contractor to assist Facilities, Waste and Grounds undertake a wide-ranging review of municipal waste collection services. The outcomes of the Waste Review will determine the future strategic direction of waste collection services in South Lanarkshire. The contractor will undertake four workstreams: review of Household Waste and Recycling Centre provision; review of kerbside collection Services; review of depots and infrastructure; and a Waste Compositional Analysis. A further optional workstream (Review of Trade Waste Collection Service is also included. The timelines for completion of each workstream are set out below: Workstream 1 Review of Household Waste and Recycling Centre provision - completion date May 2023 Workstream 2 Review of kerbside collection Services - completion date 31 March 2025 Workstream 3 Review of depots and infrastructure - completion date 31 March 2025 Workstream 4 Waste Compositional Analysis- completion date 31 March 2025 Optional Services required Workstream 5 Review opportunities to undertake trade waste collection services A detailed project brief has been prepared setting out the requirements and deliverables associated with each workstream. A further optional workstream (Review of Trade Waste Collection Service is also included. A contract is awarded via Direct Award under Lot 8H of the framework for the period 26 April 2023 – 31 March 2025 with the option to extend for a further period of up to 12 months. SLR Consulting Ltd have prepared business cases for the Clyde Valley Residual Waste Treatment Contract and have undertaken options appraisal work to identify best options for several local authorities to become Charter Compliant (including Renfrewshire Council). The company understand the unique policy and legislative framework that exists in Scotland and are Zero Waste Scotland’s approved consultants. Therefore, it has been agreed that awarding a call-off contract via Direct Award to SLR Consulting Ltd best meets the Council’s requirements taking consideration of the information provided within the framework user guide and within the pricing document – i.e. the service provider offering the most economically advantageous solution for Waste Services particular requirements, as permitted under the framework rules.
