Hamilton Square: Conservation Area Regeneration Plans (CARP)

Tender description

Hamilton Square Conservation Area (hereafter, HSCA) is a distinct urban area containing 63 listed buildings, which is currently on Historic England’s - Heritage at Risk Register. The proposals are to produce a heritage focused Regeneration Plan for HSCA, in partnership with Historic England. A Regeneration Plan, specific to the HSCA, is an essential requirement to ensure the value of the town’s historic assets are understood and appreciated, and their character and appearance is enhanced by future development proposals and regeneration schemes. The current Conservation Area Appraisal (CAA) is outdated, adopted in 2006. There is no management plan, resulting in further deterioration of the area’s special character, ranging from small-scale incremental change, through to demolition of historic buildings, and some of HSCA’s more ‘modern’ buildings. Having clear and up-to-date documentation of the condition of the HSCA, and a Regeneration Framework for its management, will ensure that, going forward, when funding streams become available, The Council will be in a strong position to access them, with an accurate understanding of the needs of the HSCA and clarity on what is required to concisely address them.
