Exemption for Festival Gardens - SPEN Power Reserve ER602 This request is to pay a license fee for reserving the power at the Festival Gardens site for 12 months. The construction of a new electricity substation will provide power at the Festival Gardens which is fundamental in providing power supply for the follow-on residential development at the site. The Council is required to reserve the power until a developer is in place and there is a possibility that part of this license fee can be offset to the developer at a later date.
