We have completed the discovery work and during options appraisal we engaged a third-party to help develop the Business Case, including validation of the target technical solution, benefits, strategic alignment, requirements gathering, pains and gains, and cost estimates. Once clearer on preferred options and the target technical solution a specialist third-party was engaged to provide technical consultation and identify target technical solutions, phasing, project make-up and cost estimates. Work done so far Existing systems The University of Leeds Libraries has an existing website, collections management system and workflow processes. Replacing the collections management system is not in scope of the project. Pilot projects have been undertaken around IIIF implementation and digital preservation. Existing team The supplier will be working with the overall programme team, the University of Leeds will provide project oversight through a Project Lead. The project team will have support from University of Leeds technology resources for integration to existing platforms. Working arrangements Remote working will be the main arrangement for this project. Some work may be conducted at on-site. If on-site, the contractor will be working at the University of Leeds campus in Leeds, West Yorkshire. All work will be governed by the University of Leeds project delivery framework. Proposed solutions will need to be reviewed and approved by the University’s Technical Design Authority. Where the supplied staff will work Yorkshire and the Humber Why the work is being done The University of Leeds Libraries digital offer, in relation to our special and cultural collections, has significantly fallen behind many other universities and libraries, to a level where we need to foundationally rebuild our digital infrastructure. The Digital Library Infrastructure project is positioned to support both the Digital Transformation strategy of the University and the Digital Futures strategic programme of the libraries’ vision. In particular, the project supports the University’s vision to provide high-quality, research-based education which is underpinned and enhanced by sector-leading digital resources, teaching methods, and technologies. The special and cultural collections that make libraries unique and distinctive in our research and teaching offer are increasingly born-digital or digitised. The future of these collections of importance is dependent on our ability to store, preserve, and showcase these assets for the widest global discovery and use. Currently, we have no sustainable and scalable infrastructure to enable this. The business problem you need to solve The current digital infrastructure and website which support the Cultural Collections (Special Collections and Galleries) is neither modern nor built with technology that allows us to efficiently support the eight principles of the Libraries’ Vision for its digital library technologies: 1. Seamless physical and digital experience: without unnecessary barriers when moving between physical and digital content. 2. User friendly and intuitive: simple to use without specialist skills, which supports and stimulates learning and research. 3. Collaborative: encouraging and nurturing collaboration internally within the University and with external partners to support learning and research. 4. Standards driven: adopting the standards of the sector wherever possible to promote best practice and support interoperability. 5. Embrace technology: use technology to reduce manual intervention to drive efficiency, effectiveness and quality. 6. Resilient, modular and sustainable: design for long-term change to support the University’s and Libraries’ strategies, creating a foundation for future change, value for money and progressing towards net zero. 7. Library staff, IT colleagues, volunteers and interns will need to have access to capabilities to allow them to manage the collections. That is, to catalogue to recognised standards (e.g. ISADG), process born-digital and digitised files, manage access and preservation, and publish.
