About adding context and requirements test Work done so far Rushmoor has completed a Taxi Licensing Discovery and an Alpha phase independently, with a similar focus to the Alpha described here. This included creation of a prototype digital service, tested with Rushmoor licence holders. Each participating council has committed to provide time for necessary contribution to the Alpha from licensing team, DDaT and project support staff, including a designated lead licensing officer from each council. A four member governance/steering group includes a representative from each participating authority. Other roles have no specific location but may benefit from being able to access one of these locations. Project coordination and collaboration would be done remotely with weekly progress reports, involvement in remote stand ups, and show and tells. We would like you to work collaboratively with the Alpha project team, local service teams, including DDaT, and to engage service user stakeholders, to ensure we understand and meet the needs of our users. We expect dialogue, progress reports and escalations between the delivery manager and the Alpha steering group as needed. Working time arrangements should reflect those of the local authority project team and the needs of local user research, which may involve early morning or evening engagement with users in the field. To acquire and retain their various licenses they need to know what information to provide and when, to ensure the licences they hold remain valid and lawful. Discovery work has established that these License holders expect digital services that let them manage their information and licences. This Alpha, in accord with GOV.UK service manual practices, will explore assumptions and possible solutions, in a multiple licensing authority settings, that will underpin a beta digital service for taxi licence holder users. The business problem you need to solve This Alpha will build upon the Discovery and Alpha projects to-date and: - Establish if user needs and the priority of digital service features is consistent across different licensing authorities - Create, test and evaluate prototypes with users - Understand how a service will fit with local licensing authorities' ways of working and technology settings - Export the case for real, scale-able benefits from a potential service First user type: License holders First user type: Local Authority staff Enter more details about this user type: The primary users of this digital service will be licence holders: - Hackney Carriage and private hire driver licence holders - Taxi vehicle licence holders - Private hire operator licence holders Licence holders provide a range of required information by phone, email or in person to Licensing authority staff (secondary users) in order to maintain valid licenses.
