Request For Information (RFI) for International Fund for Ukraine - Urgent Bidding Round 2 - Long Range Strike

Tender description

The International Fund for Ukraine (IFU) is a funding mechanism that uses funding from international partners to procure priority military assistance for Ukraine at pace. This will ensure the continued supply of military support – lethal and non-lethal – to Ukraine through 2023 and beyond. The fund is administered by the UK on behalf of an Executive Panel, comprising the UK, Norway, Netherlands, Denmark and Sweden. The first IFU procurement round, known as ‘Urgent Bidding Round 1’ (UBR1) has now closed. An announcement on the resulting equipment package was made on 15 February 2023. We have launched Urgent Bidding Round 2 (UBR2) and now invite Expressions of Interest (EOI) from suppliers across the globe for: Long Range Strike Essential requirements: Missiles or Rockets with a range 100-300km, that are land, sea or air launched. Payload 20-490kg; Desirable requirements: • Low Probability of Intercept (LPI); • Includes Mission Planning Capability; • Assured navigation (with hardened Global Navigation Satellite System capability) in the face of advanced countermeasures and electromagnetic spectrum denial; • Air defence penetration methods to increase probability of successful strike. • Technical Readiness Level of at least 8. The remaining requirements for UBR2 will be launched on the DSP in the coming weeks and will cover: • Mobility support; • Upgrade and maintenance of existing Ukrainian platforms; and • Artillery or tank ammunition production Opportunities in these Capability Areas will be notified separately on the Defence Sourcing Portal (DSP) in incremental tranches. Details can also be found on the IFU website. Suppliers should not approach the Authority for further details on the other Capability Areas at this stage and must wait for the DSP notices to be published.
