Production of Infrastructure Delivery Plan (IDP) and Accompanying Evidence

Westminster City Council (the Council) is seeking tenders for the production of a draft Infrastructure Delivery Plan (IDP) and related infrastructure schedule and evidence base. The Council seeks support on the production of the replacement IDP. The IDP will form fundamental evidence base for the Council’s Local Plan (the City Plan) and will be required to be delivered initially in draft, including an infrastructure delivery schedule. A subsequent tender will evolve into the draft into a final document. There is an imperative to produce a draft IDP and related infrastructure schedule by 31 October 2023. It is anticipated that these will be informed by a robust infrastructure audit, to be delivered by 1 September 2023. Tender submissions are required to set out and cost a proposal based on the approach provided in this specification, but they are also invited to suggest alternative approaches where they can demonstrate that this will enhance the infrastructure audit or other evidence and/or the draft IDP including infrastructure schedule. All proposals must be submitted by 9am on Monday 8th May 2023. Submissions received after this date will not be considered.
