About adding context and requirements test Which phase the project is in Discovery Existing team Head of Strategic Communications, GOTT. Owns the overall strategic plan for digital communications and manages the steering group at GOTT including risk management. Communications Officer, GOTT. Supports arrangement of user testing and other day to day requirements. Delivery Manager from BEIS Digital. Contract performance management. Communicates between the technical and non-technical stakeholders at GOTT and the agency. Owns the Discovery roadmap. Subject matter experts and client-facing staff at GOTT can also be consulted where needed including the Head of Learning and Development and Head of Communities. Address where the work will be done GOTT staff follow a hybrid working model based in London, Salford and Cardiff office sites. The Discovery phase will likely be entirely virtual as our clients are based across the UK. Working arrangements The supplier can work remotely using Microsoft Teams. There will be regular stand-up meetings held by Microsoft Teams and status reports shared with the GOTT team and BEIS Delivery Manager. This will allow users to benefit from sharing skills, common problems/challenges/experiences, access professional networks, information and expert advice and guidance that should not be readily available to the general public. We need to develop a community of practice across government that supports the aims and goals of GOTT, allowing the community to benefit from sharing skills, common problems/challenges/experiences, access professional networks, information and expert advice and guidance that should not be readily available to the general public. Discovery phase goals 1. Fully define the problem to fix for each priority audience with internal GOTT stakeholders so we can design a service that works for users and meets business goals. This means understanding the triggers, motivations, context and behaviours of user groups. 2. Understand who we are designing for and what their expectations/needs are and the wider user journey map. 3. Understand any technical, privacy (firewalls etc) or commercial constraints. Cover any accessibility needs for users. 4. Provide GOTT with evidence for every decision they make. 5. An understanding, developed through user research, of the types of content, guidance and communication that the community would need to support GOTT's ambitions. The final report produced must be suitable for use in future tender exercises for the Alpha, Beta, Live delivery and build stages. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done GOTT wishes to encourage cross-government innovation and remove barriers to knowledge asset exploitation across the public sector. Online capacity building is a big part of this. The business problem you need to solve Increase engagement in and outcomes from Knowledge Assets exploitation across the public sector so that an estimated £100 billion+ of knowledge assets owned by central government can be fully realised. This represents a huge pool of potential, from which we could be realising financial, economic or social benefits if we understand how to exploit them. Deliverables: • Kick-off strategic workshop with GOTT key stakeholders to review and align business objectives and set the ambition. • Research activities should be conducted in line with the definition and guidance of a digital Discovery phase mandated by the Government Digital Service Digital Service Design Manual. This could include a series of research interviews with user groups for example. • Agency project plan, budget, and timeline. • Develop validated user stories and user journeys including any needs gaps. • Produce a detailed report with Discovery findings and clear, actionable recommendations for the GOTT leadership team. The recommendations should make it clear how to proceed including a ranking of technology options and content opportunities. The report should also provide evidence for a business case for any future development to alpha and a high-level plan including cost and resources.
