Request for Information (RFI) for International Fund for Ukraine - Urgent Bidding Round 2 - Air Defence

Tender description

The International Fund for Ukraine (IFU) is a funding mechanism that uses funding from international partners to procure priority military assistance for Ukraine at pace. This will ensure the continued supply of military support – lethal and non-lethal – to Ukraine through 2023 and beyond. The fund is administered by the UK on behalf of an Executive Panel, comprising the UK, Norway, Netherlands, Denmark and Sweden. The first IFU procurement round, known as ‘Urgent Bidding Round 1’ (UBR1) has now closed. An announcement on the resulting equipment package was made on 15 February 2023. We are now launching Urgent Bidding Round 2 (UBR2) and invite Expressions of Interest (EOI) from suppliers across the globe. The scope of requirements for UBR2 will cover: i. Air Defence; ii. Long range strike; iii. Mobility support; iv. Upgrade and maintenance of existing Ukrainian platforms; and v. Artillery or tank ammunition production. These capabilities will be procured in 5 incremental tranches. We are currently only seeking EOIs regarding the Air Defence Capability Area. Opportunities in the other Capability Areas comprising UBR2 will be notified separately in the Defence Sourcing Portal (DSP) shortly. Details can also be found on the IFU website. Suppliers should not approach the Authority for further details on the other Capability Areas at this stage and must wait for the DSP notices to be published. EOIs for UBR2 must be submitted electronically via the DSP.
