Prior Information Notice (PIN) - Mid and South Essex Pathology Services

Mid and South Essex NHS Foundation Trust (MSEFT) are looking to contract with a commercial supplier for its Pathology Services. Lot 1: The Trust currently has differing models of pathology service provision across its hospitals. Pathology First, a commercial joint venture between the Trust and a commercial partner, was established in 2014. This provides pathology services from Basildon and Southend Acute hospitals, a central Hub Laboratory in Basildon, as well as satellite locations in the community including GP surgeries and health centres. Contractual arrangements for this Joint Venture are due to expire in October 2024. For the Mid-Essex area there is an NHS in-house service based at Broomfield Hospital which similarly provides satellite locations in the community. Even though there has been a significant focus since the merger of the three NHS Acute trusts to better align these two services, there are commercial, contractual, governance and operational constraints that limit the value of alignment, when compared with full-service consolidation. The new merged MSE NHSFT Board has made a commitment to establish a s
