Tender description

South Lanarkshire Council identified a requirement to appoint a suitable specialist contractor for the installation of a Warden Call System at Headhouse Court Sheltered Housing Complex, The Murray, East Kilbride, G75 0UG. In order to secure best value for the Council, the Procurement Service identified the most effective route to market as a Quick Quote for Works procedure under the Councils Standing Orders. An Invitation to Quote was issued via Public Contracts Scotland-Tender (PCS-T) on the 1st of November 2022 to the 5 contractors identified by members of the Project Team. Tenders were invited on a Price/Quality basis. The following weightings were used to determine the most economically advantageous tender: Quality (Technical) 40 % Price (Commercial) 60 % The successful bidder was the one which achieved the highest combined price/quality score. The mechanism for assessing tenders was comprehensively detailed within the ‘Evaluation of Tenders’ document contained within the tender process but can be summarised as follows: Stage 1 – Qualification (SPD) Assessment Stage 2 – Technical Quality Assessment Stage 3 – Commercial Price Assessment
