Market Engagement Exploring Options for a Crisis Response Service

<p>Dorset Council are exploring the opportunity to create a crisis response service for people with Learning Disabilities and Autism with behaviours that challenges services, where they are at risk of hospital admission. If you are a Provider with knowledge and expertise in this specialist market, we would like to engage with you. A crisis response service is a?specialist service for people with a learning disability and/or autism in the event of an emergency, responding to a crisis and escalation of behaviours that challenge services. The service supports people either in their own homes, in any countywide safe haven or alternative emergency accommodation. The support intervention is for a short period of time and up to 6 months. A key part of the pathway is to develop capacity within the existing market to enable people in crisis to remain in their home where they may be experiencing a breakdown in support and accommodation and be at risk of being admitted to hospital. We are considering whether to commission a service and how using a crisis support service can improve people’s short term and longer-term independence, enabling people to thrive and achieve their individual outcomes, remaining in their community, keeping the person at the heart of their support. Enabling people to develop self-efficacy to maintain wellbeing. This prevention aim is about skilled responses to mitigate the likelihood of escalation, risky behaviours and hospital avoidance. We are seeking a better understanding of potential and sustainable crisis response service models and ways to support people to achieve their self-directed outcomes. We have developed a market engagement questionnaire for providers to complete to enable us to consider developing a sustainable and viable service model. The questionnaire is aimed at providers with the following qualities: 1. At least 3 years track record of delivering services and registered with CQC to people with bespoke/specialist backgrounds supporting people aged 16 with a learning disability and/or autism with behaviours that challenge, in addition to supporting people avoid admission to a psychiatric hospital due to a mental health crisis. 2. Supported people with complex learning disabilities and/or autism in their own home, bespoke accommodation or alternative emergency accommodation. 3. Have embedded positive behaviour support approaches that facilitates the right ethos, values and behaviours from management and leadership to frontline workers. 4. Experience of working with health, other service providers and the voluntary sector to collaborate on providing a range of care and support which offers to promote independence and asset/place-based fulfilment for people receiving a service. 5. Have experience of developing high quality and resilient workforce to support people to thrive in their communities.
