GP with Specialist Interest Services (GPwSI)

Tender description

This is a Voluntary Ex-Ante Transparency Notice and is intended to provide notice of the Contracting Authority's intention to award a contract for 'GPwSI Services' to Stellar Healthcare Ltd and Uttlesford Healthcare Ltd provider, to extend for 5 months and continue to provide the services within the HWE area. Lot 1: GPwSI Services The Authority intends to award a contract to Stellar Healthcare Ltd for provision of GPwSI Services for HWE Area. The Board previously approved a waiver extending the contract to 30th June 2023 and although the time since the previous waiver has been utilised to undertake a full-service review and some early market engagement, there are new factors with potential to delay the start of the new contract including: 1. Specifications needed clinical review and resource wasn’t available until January 2023 2. Further market engagement needed 3. Original timeline had no contingency built in 4. Mobilisation period deemed too short for realistic implementation 5. Contract award timeline anchored to ICB Commissioning Committee in July 2023. • Subsequently, a short-term extension is required to allow sufficient time for a robust process to take place. The request is for a waiver to support an extension to the service to 30th November 2023 for both contracts. Lot 2: GPwSI Services The GP Provider Services Contracts (delivered by Uttlesford Healthcare Ltd) expire on 31st March 2023. A project group was established with representation from Contracts, Commissioning, Quality, Finance and Attain (procurement) to undertake an evaluation of the current services and determine which services should be recommissioned • The Board previously approved a waiver extending the contract to 30th June 2023 and although the time since the previous waiver has been utilised to undertake a full-service review and some early market engagement, there are new factors with potential to delay the start of the new contract including: 1.
