Tender description

Provide Melton Borough with an updated Playing Pitch Strategy (PPS) and Indoor Sports Facilities Strategy (ISFS) and will do this by providing the following deliverables: Playing Pitch Strategy • Stage A report that sets out, for example, the scope of the study, sub-area analysis and timescales (electronic pdf) • Stage B summary report outlining the supply/demand data capture during the consultation and auditing stage (electronic pdf) • An updated PPS database of audit and demand information (excel sheet) • A Full GIS dataset (point data) linked to the PPS database - maps are provided on a sport-by-sport basis in each assessment report and electronically as part of the GIS data • Full PPS database training for officer(s) responsible for maintaining the database. • Assessment report on a sport-by-sport basis focusing on reporting research findings, consultation, site audit information and data analysis supported by detailed GIS mapping (electronic pdf) • A Playing Pitch Strategy - including a review of existing/advice on proposed, planning policy recommendations, appropriate responses and establishing approaches to secure developer contributions (electronic pdf) • A site by site, area by area action plans addressing key issues identified in the assessment reports. They provide recommendations based on current usage levels, quality and future demand, as well as site potential for enhancement (electronic pdf) • A Populated Playing Pitch Calculator with three housing growth scenarios and a KKP Toolkit guide and easy-to-use step by step approach for use by planners Indoor and Built Facilities Strategy • A multi-layer ISFS database in Excel within which enables storage of supply and demand information. • GIS MapInfo (compatible with all GIS packages) linking to the database and is designed for council use. • An assessment report identifying key area characteristics, findings and issues. Which meets the requirements the NPFF, providing a robust, up to date assessment of need. It covers facility quality, quantity, accessibility and availability. • An Indoor Sports Facilities Strategy and Action Plan - a series of recommendations to ensure that the correct facilities are available to meet identified deficiencies, future need and/or specific NGB, the Council and/or major stakeholder aspirations • Provide support, tools and guidance on Sports Facilities Calculator
