Tender description

Dorset Council are exploring the opportunity to expand Forensic services for people who are receiving support for Mental Health, Learning Disabilities and Autism aligned with our commissioning strategies. If you are a Provider with knowledge and expertise in this specialist market, we would like to engage with you. Forensic Mental Health or Learning Disability Service?are?specialist services for people who have been arrested, who are on remand or who have been to court and found guilty of a crime which is a result of their mental illness or learning disability. Also within scope are people with a learning disability that display risky criminal behaviour that may fall outside of these parameters. A key part of the pathway is to ensure there is adequate capacity of community provision such as supported living (24/7 support, hub and spoke etc) and outreach type services to ensure appropriate discharge and help people reintegrate into the community. We are considering how using recovery-based support can help long-term independence through delivering personal, psychological, social, vocational and clinical outcomes. This scope also includes people in the community who are at risk of being admitted to hospital secure units and are being supported by the CMHT to avoid this trajectory. This prevention aim is about skilled responses to mitigate the likelihood of escalation. We are seeking a better understanding of the potential service models and ways to support people to achieve their own outcomes. On the 4th April 2023 at 10.00am we are hosting an online MS Teams event aimed at providers with the following qualities: 1. At least 3 years track record of delivering services and registered with CQC to people with Forensic backgrounds Adults aged 18 plus move out of low and medium secure forensic wards or avoid admission. 2. Supported people with Forensic backgrounds at home in intensive community supported housing or in their own home in the community. 3. Have used recovery-based support approach to help long-term independence through delivering personal, psychological, social, vocational, and clinical outcomes. 4. Experience of working with health, other service providers and the voluntary sector to collaborate on providing a range of care and support which offers to promote independence and asset/place-based fulfilment for users of the services. 5. Ensure able to develop a high quality and resilient workforce (see framework here) to support people to thrive in their communities and manage risks. How would you achieve this and link to pace base assets and when required specialist health, care, and criminal justice services? During the event we will give an overview of the current and future estimated needs and demands in Dorset. We will ask Providers some key questions to inform our future approach and inform you of next steps. This is early market engagement which may or may not result in a contract opportunity being advertised through a procurement process. If you are interested in attending this event, please respond to abetterlife@dorsetcouncil.gov.uk with your details and joining details will be sent to you.
Keywords: Forensic backgrounds, Learning Disabilities, Mental Health, Risky criminal behaviour, Recovery based support
