Strategic Design Set up and delivered a co-design function working closely with industry stakeholders on key design matters. Completed Discovery work packages to support initial Strategic Releases – service assessed to Government Standards. Set up a functioning Strategic Design team to horizon scan, plan and prioritise all design activity. including design backlog management. Set up a robust design assurance process for managing all stages of design work. 2. Data Published Data Strategy across stakeholder groups including Data Principles and Value Measurement and developed draft Data Policies across key areas including Data Retention, Data Sharing and Data Access. 3. Delivery Delivered a standalone Guidance service for imports and exports. Run a procurement exercise for the appointment of a Technical Delivery Partner. Designed and resourced a delivery assurance and supplier management capability to face off to delivery partner. Established cross Programme ways of working to manage the delivery of the Programmes strategic releases. Created the model for continued commercial support for the Programme. 4. Technical Architecture A target Technical Architecture is in place as well as the TDP’s detailed solution design. A Technical Delivery Partner is expected to be onboarded to work with the Programme in May ’23 to build a STW Platform. Working arrangements Working with the supplier’s staff will mainly be undertaken on a remote working basis. However, occasional working onsite maybe required for face-to-face meetings, workshops etc. at HMRC’s Regional Centres or other HMG buildings. This will enable the Programme to successfully develop a new Single Trade Window, which is a key commitment in HMG's Target Operating Model and 2025 Long Term Border Strategy. The Programme is taking an Intelligent Client approach to working with its TDP. It needs a CSSP who will partner with the Programme, providing specific strategic advice and skills in certain areas including DDAT, as well as undertake knowledge transfer activities. The CSSP’s knowledge and skills will be utilised to: • Embed directly into an Intelligent Client Function responsible for providing a range of advice and services tied to specific deliverables and outcomes that support STW implementation. This includes providing advice and assurance to the Programme on commercial and supplier management, technical architecture, design, and data deliverables from the appointed Technical Delivery Partner (TDP). • Harness their subject matter expert knowledge and networks from specific experience of delivering border/STW services and operating outcomes based commercial contracts to embed innovation and co-design within the Programme, as well as strengthen communication and engagement with external stakeholders. • Critically review processes, strategies, models, and frameworks to develop STW Programme's internal capabilities and ensure it is meeting its objectives. The CSSP support will be required over a period of up to 3 years but on a declining trajectory as the CSSP supports STW through knowledge transfer to enhance the skills, knowledge and capabilities of Civil Servants working in the Programme. It will create a single gateway into government through which all information required to import and export can be submitted to border authorities and agencies. The STW will be a digital gateway between businesses and UK border processes and systems, allowing users to meet all their mandatory obligations when dealing with the border, including import, export and transit obligations by submitting information once, and in one place. The Programme’s goal is to create a seamless new 'digital' border, where technologies and real-time data will save time and cost for traders and help stimulate growth. STW will create this by: - eliminating duplicated processes and making better use of data, - providing best in class guidance, and - simplifying customer submissions. The STW will bring wider benefits too. It will provide up to date data and information for better risk management and safety while fostering industry resilience and innovation and removing barriers to entry. It will improve the customer experience at the border, help UK businesses take advantage of new trading relationships and enhance the UK’s position as a global trading partner. The STW is a cross-government programme and priority. More than 25 government departments and agencies have a presence at the border, and all are involved in the design and delivery of the service. The STW will also support wider delivery of the Government’s Border Target Operating Model (TOM). The STW will be delivered in defined stages (Strategic Releases or SRs). The first release is currently scheduled to be launched by the end of 2023 with subsequent releases approximately every six months after which will increase and build out STW’s functionality. The Programme is procuring Software as a Service, meaning the technical solution will not be built on Government estate. In November 2022, the STW Programme issued an Invitation to Tender for a Technical Delivery Partner (TDP) to build and deliver the STW solution. Supplier evaluations took place across January 2023 with contracts due to be signed in Q2 2023. Current plans will see the contract commence in May 2023. The Programme will be taking an ‘intelligent client’ approach, which will focus on strategic direction setting and assurance of the TDP’s activity rather than managing the day to day build activity. This is reflected in the commercial arrangements with the TDP and the structure of the programme. The CSSP will be expected to provide advice and knowledge as well as critically review processes, strategies, models, and frameworks to enhance the STW Programme's capabilities including assurance of the outputs produced by the TDP. This will include providing support on: Cross cutting: - Provide strategic insight and support to optimise direction setting and assurance of delivery. - Support STW Programme to best utilise subject matter expert knowledge, to develop thinking and strategy for international interoperability. Strategic Design: - Provide specialist design knowledge and expertise to support workstreams on Strategic Design Delivery, Pre-discovery, Design Planning and Horizon Scanning as well as User Research, Service Design and Assurance delivery. - Levering Border specific SME knowledge, contacts, and network to shape and maintain a robust design roadmap and support user research and co-design. - Drawn upon DDAT related skills to deliver Service Design Assurance, across all stages of the Programme and change lifecycle. Technical Architecture: - Provide advice on TDP’s technical architecture deliverables to ensure they are fit for purpose. - Support the Programme to ensure it has the required level of technical architecture knowledge and capability to work with the TDP/HMG. - Transfer Platform as a service (PaaS) and Software as a Service (SaaS) capability and knowledge to Civil Servants. Data: - Provide data analysis, including data and system dictionary development. - Assist with data security and protections. - Support data architecture and model assurance. - Support data quality issue analysis. - Assist with enhancements to the STW Data Strategy. Commercial and Supplier Management: - Support assessing and evaluating TDP delivery and innovation proposals. - Advice on Change Requests submitted by TDP for future Strategic Releases. - Provide artefacts to transfer knowledge and expertise on supplier management which can be embedded within STW’s ICF. The Programme needs to develop its own capability to set direction, challenge and assure the TDP’s technical architecture, design, and data deliverables effectively as well as ensure they provide value for money. 2. The STW Programme is in the process of transitioning to working in an Intelligent Client Function model. The CSSP will provide specific expertise and advice to supplement the Civil Servant Programme Team as part of this model in areas such as Design, Data and Technology. 3. As STW Programme resources become accustomed to this new operational model, its skills, capabilities, processes, and procedures will need to be enhanced to optimise the ICF set up and ensure the Programme is successful. 4. STW Programme needs to develop commercial and supplier management capability. This knowledge and expertise needs to be strengthened at pace in order to drive VfM and for the Programme to evaluate the TDP’s delivery and innovation proposals (specifically the suitability and impact of innovation suggestions). 5. STW Programme will be tackling some large X-HMG and international data challenges such as data standards, the use of supply chain data and data ownership. It is now crucial that a firm approach and strategy is developed using SME knowledge to meet these challenges in ways that minimises time, cost and technical complexity, and maximise usability and usefulness to customers. Please can the Authority consider a two-week extension to the initial stage of the procurement schedule, given that suppliers only effectively have seven working days to qualify a £12m opportunity and author a response? Without an extension, this short turnaround will reduce the number of bidders and the Authority will likely miss the opportunity to have the best market response and provide Value for Money.
