Tender description
This notice is published to advertise a market engagement exercise being conducted by Luton Borough Council (LBC). LBC wishes to engage with the market to better inform LBC’s understanding of the capabilities and capacities of the proximate waste management sector. Further details are contained in this notice at section II.2.4 which sets out the issues on which LBC is seeking feedback and views from the market. The date for submission of response is 6th April 2023. Participation in this market engagement exercise is not a requirement for participation in the forthcoming procurement, which shall be formally commenced through publication of a Contract Notice. Lot 1: LBC has a legal duty, under the Environment Act 1990, to collect household waste and arrange for disposal in its capacity as a Waste Disposal Authority. The current waste management and disposal contract for LBC expires is approaching expiry. The forthcoming procurement will require management of the following waste streams: Residual Waste from household collections ;Residual Waste from LBC’s Household Waste Recycling Centres (HWRCs); Dry Mixed Recycling from household collections; Dry Mixed Recycling from LBC’s Household Waste Recycling Centres (HWRCs); Future food waste from household collections, in line with applicable legislation; Garden waste from household collections; Garden waste from LBC’s Household Waste Recycling Centres (HWRCs); Glass from household collections; Bulky items collected from households; Hazardous wastes; Clinical wastes; Local authority collected fly-tipped wastes; Street cleansing wastes; and,Other wastes collected by the Council. Other material streams that will require management are household-derived Waste Electrical and Electronic Equipment (WEEE) waste and wastes containing Persistent Organic Pollutants (POPs). Works may also be required to adapt and/or upgrade the Kingsway Waste Transfer Station/Materials Recycling Facility and the HWRCs. Since the commencement of the current Contract, LBC has developed an overarching waste management strategy, underpinned by the principles of Waste Less and Recycle More. The strategy sets out LBC’s waste management ambitions between the years 2018 and 2028. To inform the development of LBC’s outline business case and procurement strategy, LBC is undertaking a Soft Market Testing exercise to better understand the market’s capacity, capabilities, and level of interest in providing waste management, treatment and disposal services to LBC, and the infrastructure and capacity which may be available to meet the Requirement. Consequently, LBC invites Candidate Organisations to respond to some or all of the questions set out in the Soft Market Testing Questionnaire, depending on which areas are pertinent to the Candidate Organisation’s business. The Soft Market Testing Questionnaire is available from the Proactis Portal. All responses to the questions will be taken into account in the development of LBC’s Outline Business Case and procurement strategy.
