Tender description
Portsmouth City Council ('the council') is inviting tenders from suitably qualified suppliers to provide intensive support to vulnerable single adults or couples without dependent children, utilising multi-agency support plans alongside assertive working methods, to address unacceptable behaviours and other tenancy breaches. The aim of the service is to deliver housing-based support with the emphasis on empowering service users to be better equipped to manage any issues/crisis and behaviour in order to sustain their tenancy independently. The specialist interventions will help tenants sustain their tenancies and avoid homelessness as a result of their complex needs that ultimately present as anti-social behaviour (ASB), risking their security of tenure. The Adult Intervention Project (AIP) will operate across all of The Council's Local Authority Housing stock. The Housing stock is located in both Portsmouth (PO1-PO6) and Havant areas. The majority of housing stock within the Havant area is located within the Leigh Park, West Leigh, Crookhorn, and Wecock Farm areas. The council is targeting to have awarded the contract by 5th May 2023 with a subsequent commencement date between 1st July 2023 - 1st August 2023. The initial contract term will be for 3 years with possibility of extending the term by a further 2 years to a maximum total term of 5 years in increments to be agreed, subject to the agreement and performance of both parties. The value of the contract is capped at £80,000 per annum. £400,000 for maximum term of 5 years should the extensions be taken up. The council reserves the right to set aside any tenders that come in above this capped amount.
