Referral was shared with framework providers on multiple occasions before it was shared with non-framework providers. Feedback from Framework providers was generally there were no placement vacancies that could meet the needs of the young person especially with regard to matching alongside other young people. The young person also needs a 2:1 staffing level which a lot of framework homes could not provide
