Tender description

The Council has previously awarded agreements to a number of Providers to deliver Care at Home Services (formerly known as domiciliary care), this is a voluntary ex ante transparency (VEAT) notice being used to effectively extend the current agreements beyond their expiry dates. This is to ensure continuous operation of the providers during re-commissioning of this area, which is necessary due to a shortfall in provision, when compared with market demand for services. Providers will be expected to provide support to a full range of Service Users including those with complex health needs and end of life support at a level set out within this specification. As such, the Service is being jointly commissioned by Cheshire East Council, Eastern Cheshire Clinical Commissioning Group and South Cheshire Clinical Commissioning Group; known know as the ICB. The principle objective of the service is to enable Service Users to remain in their own homes wherever possible, whilst preserving maximum independence, minimising risks, achieving outcomes and promoting quality of life. Provision is expected to complement and support informal carers where appropriate. The Council are proposing to effectively extend current agreements by a period of 12 months until 3rd September 2024, with the anticipated additional spend for this being a total of 15,696,067 GBP this contract value will be split across the lots and various providers, taking spend in this area from the original contract starts to approximately 81,881,100 GBP - this allows for some growth in the market and a fee increase, due to wage/cost increases. Lot 1: Adults Prime Providers — Knutsford, Wilmslow and Poynton 4 Prime Providers will be contracted to deliver the Services for a specified named patch within the Cheshire East footprint. The Council will guarantee a minimum payment for a certain number of hours of care per week per provider, in line with the documentation. Additional information: Electronically tendered via the Chest portal: www.the-chest.org.uk Lot 2: Adult Prime Providers — Macclesfield 3 prime providers contracted to deliver the services for a specified named patch within the Cheshire East footprint. The Council will guarantee a minimum payment of 500 hours of care per week per provider. Lot 3: Adult Prime Providers — Congleton and Holmes Chapel 3 Prime Providers contracted to deliver the Services for a specified named patch within the Cheshire East footprint. The Council will guarantee a minimum payment of 400 hours of care per week per provider. Lot 4: Adult Prime Providers — Sandbach and Middlewich 3 prime providers contracted to deliver the services for a specified named patch within the Cheshire East footprint. The Council will guarantee a minimum payment of 400 hours of care per week per provider. Lot 5: Adult Prime Providers — Crewe 3 prime providers contracted to deliver the services for a specified named patch within the Cheshire East footprint. The Council will guarantee a minimum payment of 500 hours of care per week per provider. Lot 6: Adult Prime Providers — Nantwich and Rural 2 Prime Providers contracted to deliver the Services for a specified named patch within the Cheshire East footprint. The Council will guarantee a minimum payment of 300 hours of care per week per provider. Lot 7: Care At Home — Framework Contract The Care at Home Framework is used to award care for Adults to enable Service Users to remain in their own homes wherever possible, whilst preserving maximum independence, minimising risks, achieving outcomes and promoting quality of life. Provision is expected to complement and support informal carers where appropriate. Suppliers who are offered Framework Contracts will not be guaranteed any specific volume of work, but will be offered an opportunity to bid for care packages should the Prime Providers named within a specific Lot area not be in a position to undertake the work available. Current prime contracts will be migrated to framework contracts to allow for geographical flexibility when they expire.
