Care Act 2014 requires a Safeguarding Adult Review to be undertaken when an adult in its area dies because of abuse or neglect, whether known or suspected, and there is concern that partner agencies could have worked more effectively to protect the adult. We have tried to source a reviewer who works within the Safeguarding Partnership within Merseyside. This hasn't been possible and so an independent reviewer must be commissioned in order for this review to go ahead. We currently have 6 cases that require a SAR author. There is a national shortage of authors. Two of the outstanding cases are from January to March 2021. This author is available to undertake these two SAR's and is a leading expert in the areas these reviews would focus on. We will then have 4 outstanding SAR's where we will follow the procurement process. An exemption request is being submitted due to the number of outstanding reviews that need to be set up as well as the delays that have already occurred.
