Provision of GMFM V.5 Data

Tender description

This is to commission MDS Transmodal Ltd to carry out necessary updates for GBFMv5 (Great Britain Freight Model version 5) in order to provide the Department a freight forecasting tool for the relevant analytical work in the next 2 or 3 years. This work has to be carried out by MDST, because: The DfT has been using GBFMv5 since 2007 to inform traffic forecasts, investment decision, policy tests and strategy developments. - GBFMv5 was developed by MDS Transmodal (MDST). It is the only freight modelling software in the country which is capable to support the DfT's work on national freight forecasts. This Single Tender Action (STA) is on the basis of PCA part 2 (b) where the works, supplies or services can only be supplied by a particular economic operator for the following reason: (ii) where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement;
