Summary of the work The Youth Justice Board is working to create a function that processes all data (knowledge) which can be made available for reporting and interrogation. It is known that the requirements differ across the YJB and that discovery is required Specialist role Business analyst Expected Contract Length Contract will be for 12 months and is adhoc in nature - will not exceed 90 days total Latest start date Monday 14 March 2022 Maximum Day Rate A budget is available and bidders are encouraged to provide a value for money day rate Early Market Engagement The YJB have ascertained that an experienced BA is required to help deliver the YJB wide requirements. The experience or availability required is not currently present within the YJB or wider MoJ Who Speclialist Work With The YJB consists of the following directorates: • Senior Leadership Group • Finance • Strategy and Planning • Organisational Development and Communications • Innovation and Engagement (England) • Innovation and Engagement (Wales) • Programmes • Senior Police Adviser • Evidence and Technology The successful specialist BA will need to work with representatives of all of the above What Specialists Work On The Youth Justice Board (YJB) requires an experience BA to work with internal stakeholder groups to understand and document the requirements for a "Central Brain". This refers to the centralised accumulation of the YJBs knowledge and the ability to query and report against said knowledge and intelligence. Additionally there are will be some project management and reporting requirements. Initial focus is on an MS Power Apps solution but the specialist BA would be required to formulate user requirements and perform a gap analysis against available products. Skills & Experience • Experience in Agile Business Analysis • Proven experience of Analyst roles preferably in Government Roles • Experience of developing user stories and business requirements • Experience of modelling business processes • Experience of working/engaging with stakeholders at all levels • Effective communication skills including verbal, written and presentation skills • Project Management skills and experience Nice to Haves • BCS Diploma in Business Analysis • Data Analysis • Experience of Office 365 Sharepoint • Experience of Office 365 PowerApp • Experience of Office 365 PowerBI • Experience of Amazon Web Services products and those on the AWS Market Place • Wireframing experience Work Location The YJB has it's head office in Petty France, London. Due to the nature of activities it is expected that some engagements will need to be on-site. The remainder can be carried out virtually, remotely from within the UK. The successful applicant will be provided with a YJB laptop device to support the delivery of requirements. Working Arrangments Working arrangements are generally remote and virtual with some requirement for face to face discovery sessions. No travel expenses will be reimbursed due to the nature of the off-payroll determination. Security Clearance The services and outputs are of a nature that does not require access to YJB data. You mention that this will contract not exceed 90 days in total, are you looking for a “regular” 2 days a week (approx) throughout the 12 months or, say, 60 days in the first 6 months and then 30 in the last 3 months, or will it be up to the Suppliers discretion, as to what days we work? The YJB prioritise and plan deliverables 12 months ahead. The successful supplier will be expected to deliver outcomes by roadmapped dates. The effort required to deliver outcomes is to be managed by the supplier and availability of business stakeholders. There is no expectation of fixed days or periods.
