Tender description

The London Borough of Havering is seeking to procure the services of an external organisation for the provision of emergency social care service outside of normal office hours, to deal only with emergency situations that cannot wait until the next working day. This is not an invitation to tender. The Adults Emergency Duty Team (AEDT) service can be accessed by the public or professionals for emergency social work service for Adult and Mental Health service user groups including the provision of as Approved Mental Health Professionals (AMHPs). The Out of Hours emergency adult social and mental health services will be delivered across the four partner Local Authorities: London Borough of Havering (LBH), London Borough of Barking and Dagenham (LBBD), London Borough of Redbridge (LBR) and London Borough of Waltham Forest (LBWF). Organisations are expected to comply with each Borough's Safeguarding Protocol. This service fulfil the statutory requirement to provide an emergency Adult Social Care and Mental Health response including the provision of 24 hour Approved Mental Health Professionals (AMHPs) under The Care Act 2014, The Mental Capacity Act 2005 and the Mental Health Act 1983. Lot 1: The Council intends a contract for the period of 3 years with a possibility of 2 years extension (3+2). Start date is 1st October 2022. Following internal governance processes we anticipate that the opportunity will be published in early May 2022 through the Council's new e-Tendering System called Oracle Fusion. The tendering exercise will be undertaken using the electronic tendering system 'Oracle Fusion'. Suppliers will need to register on the system in order to express their interest in the tender and participate in the competitive exercise.
