Summary of the work The provision of an implementation Partner to deliver and continuously improve an Augmented Data Catalogue that enables users to easily find, enrich and exploit the best data assets for the benefit of the Home Office family. Expected Contract Length 24 Months Latest start date Monday 30 May 2022 Budget Range The Home Office anticipates the value for this resource will be around £1.4m Why the Work is Being Done HO Digital Data and Technology (DDAT) need to Install, configure and maintain a product to meet evolving Home Office Group user needs and foster a community that encourages users to embrace a product as the platform for governing and understanding Home Office Group data as well as becoming the primary knowledge repository for evidence based decision-making. This will also allow the Home Office to remain compliant with Data Protection Act, Article 30. We are looking to install a product and configure relevant features to meet pilot user needs, defining and implement agreed case(s) for: Data & Identity users, Migration and Border users, enable business area SMEs and users to become self-sufficient and Launch the product to business area users in scope. Problem to Be Solved The purpose of this work is to address recommendation 22 in the Windrush report: “Recommendation 22 – The Home Office should invest in improving data quality, management information and performance measures which focus on results as well as throughput. Leaders in the department should promote the best use of this data and improve the capability to anticipate, monitor and identify trends, as well as collate casework data which links performance data to Parliamentary questions, complaints and other information, including feedback from external agencies, departments and the public (with the facility to escalate local issues). The Home Office should also invest in improving its knowledge management and record keeping”. As well as responding to findings of ICO audit report relating to our record of processing activities and other issues with our information asset register. Who Are the Users Home Office service users (staff and external). The contract will cover a range of data services for several directorates within the Home Office all of which contribute to and consume our data and Digital services via the Informatica product suite. This user base is expected to expand during the contract period. Work Already Done A proof of concept (PoC) was conducted using an Informatica platform – Enterprise Data Catalogue and Axon Data Governance and concluded successfully in August 2021, meeting all stakeholder requirements in terms of technical, functional and quality expectations. Two AWS Environments were created using the above Informatica Platform with security accreditation performed on both to identify security concerns. All security concerns have been resolved and the product set has been agreed for use within the Home Office. Existing Team The supplier will work with a project team comprising permanent civil servants, contractors and vendors across multiple strands of work for the service delivery. Within agile delivery teams, working with service owners, product managers, delivery managers, business analysts, user researchers, architects, data and software engineers and users. You may collaborate or work with other suppliers who are providing capabilities as part of a team. Our multi-disciplinary agile teams stretch across a single squad and are sized between 8 and 10 persons. Current Phase Discovery Skills & Experience • Current accreditation as an Informatica Gold Partner. • Over the past three years have experience in end-to-end design, development, and delivery of digital products/services to high quality standards (in a digital, data and technology driven cloud environment). • Over the past three years have experience in delivery of new data platforms and data migration projects in a complex and secure data environment • Over the past three years been involved in the delivery of an AI-powered data catalogue that provides a machine-learning-based discovery engine to scan and catalogue data assets across organisations. • Over the past three years been involved in the delivery of a catalogue solution which uses appropriate technologies (such as the CLAIRE engine) allowing for leveraging of meta data • Over the past three years been involved in the delivery of a catalogue solution which allows meta data leveraging to deliver recommendations, suggestions, and automation of data management tasks. • Proven experience in semantic search methodologies, dynamic facets to filter search results, data lineage, profiling statistics, data quality scorecards, holistic relationship views, data similarity recommendations, and integrated business glossaries. • Proven experience of using a range of agile tools and techniques including scrum and working in multi-disciplinary agile project teams • Over the past three years proven experience in the generation of low and high-level architectural design documents for secure cloud hosted solutions. • Over the past three years proven experience in implementing independent cloud hosted testing, development and live solutions and environments. • Over the past three years proven experience in the implementation and configuration of Axon Data Governance and Enterprise Data Catalog with appropriate remedial activities working with in-house and external vendors. • Over the past three years proven experience with data connections, transformations and ingestion techniques across multiple domains and within hardened environments. • Proven experience of implementing integrations to a broad range of data sources, in a secure cloud environment, for the purposes of meta data scanning • Over the last three years have demonstrable experience in product centric approach with specific focus on empowering teams, using evidence and meeting customer needs • Evidence of demonstrable experience within the last three years in working on high profile complex, multi-stakeholder digital, data and technology programmes. • Proven experience and evidence of transferring knowledge to permanent staff within a client organisation, including business processes and operating models. Work Location Mainly off site with visits to the office (Lunar House, Short Corridor, 40 Wellesley Road, Croydon CR9 2BY) and potential other office locations as and when required. Working Arrangments Day to day delivery will be governed by standard agile delivery techniques with agile ceremonies as appropriate. It is expected that a flexible approach is required to meet the needs of the project. The work will be divided into Statements of Work (SOWs) which will clearly identify the relevant primary location. Expenses will not form part of the cost unless the supplier is asked to work from a secondary location instead during the execution of the work relating to the SoW. It is expected that this contract will sit within IR35. Security Clearance Supplier staff must have Security Clearance (SC) prior to starting. Staff not in possession of security clearance must be willing to undergo the relevant security clearance. Additional T&Cs The work will be subject to the terms of the DOS 5 framework and conducted under individual SOWs, subjected to either Fixed priced, T&M or Capped T&M, as required. 1.Travel expenses are payable for journeys outside the M25 (for Greater London based SOWs) or for journeys greater than 10 miles of other SOW base locations, with prior customer approval, in line with HO Travel policy (subsistence is not payable). 2. Professions rate caps will be applied to all standard roles at all SFIA levels. 3. Seasonal furloughs may be required. 4. Maximum sub-contractor margin caps will be applied. Can you please clarify “Independent Cloud Hosting”? This refers to Cloud Hosting that is independent of the partner delivering the solution 2. Gold/Platinum status accreditation is limited to Informatica Channel Partners. Typically Global Strategic Partner status is awarded to Systems Integrators who have much closer collaboration with Informatica. Can we a Global Strategic Partner bid for this opportunity A GSP can bid for this if they can provide confirmation from Informatica that their capabilities are at least equal to those of a Gold partner. Additionally, due to the sensitivity of the data used in this project, a GSP or Gold Partner can only bid if they can provide a full project team that is not based off-shore (i.e. the full project team must work and reside within the United Kingdom)
