Tender description
<p><span style="text-decoration: underline;"><strong>Pre-Market Engagement. This is not a call for competition and is not part of the procurement process.</strong></span> The Council will not be liable for any costs to the Supplier in participating in the Pre-Market Engagement. Suppliers not participating in the Pre-Market Engagement will not be prejudiced from bidding in any procurement process that follows.</p> <p>The existing Abbeyfield Secondary School is adjacent to the site and is under the Council’s Private Finance Initiative (PFI) contract.</p> <p>The overall project consists of the construction of new 2-storey teaching accommodation, assembly hall, carpark and landscape for Abbeyfield School in Chippenham over 3 phases.</p> <p>Expansion allows for 150 additional pupils in each phase:</p> <ul> <li>Phase 1 for occupation 2024 (this commission includes the construction and commissioning stage of Phase 1)</li> <li>Phase 2 estimated for occupation 2026</li> <li>Phase 3 timeframe unknown</li> </ul> <p>This commission is only concerned with the design and construction of phase 1 but planning permission is to be obtained for all 3 phases as part of this contract.</p> <p>For the purposes of this tender exercise, it should be assumed that any refurbishment works to the existing school will be undertaken by the PFI contractor. However, this appointment will include the new pedestrian access to the existing school site and works to tie the new footpath into the existing playground and any works associated with crossing the existing brook along this boundary as part of the main Phase 1 contracted works.</p> <p>The Lead Designer must be able to demonstrate their experience of designing school buildings and of managing and coordinating a multi-disciplinary design team.</p> <p>The expectation is that the Lead Designer will provide all necessary design disciplines either as a multi-discipline design consultant, or using sub-consultants, and will be responsible for developing the design to RIBA Stage 3+ to allow the works to be tendered. The Lead Designer will also be responsible for obtaining the necessary planning permission acting as the Clients agent.</p> <p>As a minimum the design disciplines expected to be provided by the Lead Designer are:</p> <ul> <li>Architect (Lead Designer)</li> <li>Civil & Structural Engineers</li> <li>Mechanical & Electrical Services Engineers</li> <li>Acoustician</li> <li>Landscape Architect</li> <li>Fire Engineer (an automatic fire suppression system is likely to be required)</li> <li>CDM Principal Designer</li> </ul> <p>Upon appointment of a Principal Contractor, the Lead Designer and associated design disciplines will be novated to the Principal Contractor all except the MEP Designer who will be retained by the client as a technical advisor (TA). The technical advisor role will be a separate appointment / fee request directly with the MEP consultant and is not required to be submitted under this fee bid.</p> <p>The Consultant Project Manager and Cost Manager have been appointed.</p> <p>This PIN is concerned with the procurement of a Lead Design Consultant to complete the design to RIBA Stage 3+, and associated planning permission, to allow the works to be tendered, and then to be novated to the Principal Contractor to complete all remaining design duties.</p> <p>Interested parties should indicate their interest by registering with this project in Wiltshire Council's ProContract portal.</p> Keywords: Multi-Disciplinary, Principle Designer, CDM
