Summary of the work The successful supplier will conduct an alpha to prototype solutions for our users needs. You’ll be testing with a group of users and stakeholders, and getting feedback and provide recommendations about the design of the Pubs Code Adjudicator website Latest start date Monday 7 March 2022 Budget Range We expect the overall budget to be in the range of £17,500 - £20,000 excluding VAT Why the Work is Being Done The Pubs Code Adjudicator conducted a Discovery phase last year to gain an in-depth understanding of the needs of our users: how the PCA can provide tenants with a better understanding of what the Pubs Code can do for them and the barriers they may face when engaging with the PCA. It was recommended that we undertake a further phase of research (alpha) specifically around the content on the PCA’s website. Problem to Be Solved The discovery found that some PCA users lack sufficient knowledge of the Code to consistently identify where it applies, what their rights are and how to ensure they access them. It is equally clear that they have neither the time nor inclination to explore the subject in detail unless they need to. This alpha should focus on 4 main areas of exploration, testing and developing new solutions: 1: Content backlog 2: Proof of Concept to understand the impact that transforming the existing content can have 3: Define new site architecture & homepage content 4: Estimates for Beta Who Are the Users As a tied - pub tenant, I need to be able to access clear and consistent information about the Pubs Code and its processes (including updates from the PCA) so that I can exercise my Code rights as Parliament intended. Work Already Done In May 2020 the PCA commissioned a Discovery Research Project to gain an in-depth understanding of the needs of our users: how the PCA can provide tenants with a better understanding of what the Code can do for them and the barriers they may face when engaging with the PCA (with specific consideration to the engagement of hard-to-reach tenants). Current Phase Alpha Skills & Experience • Content design (essential) Experience of working with technical legislation and/or in a regulatory environment Government Digital Service (GDS) knowledge & experience, including accessibility requirements • User research (essential) Experience with working with a range of users who have a variety of digital capabilities GDS experience, including accessibility requirements • Interaction design (essential) GDS experience GOV.UK Whitehall Publisher knowledge • Delivery Management (essential) GDS experience Nice to Haves General (desirable) Experience with working with hospitality and/or related sectors may be an advantage Work Location The PCA is based in a new regional government hub in Birmingham city centre, adjacent to Grand Central , however the majority of this work can be done remotely. Working Arrangments Regular on screen project updates are essential in line with the project proposal. Any proposed expenses must be discussed and agreed with the project manager prior to the cost being incurred. Security Clearance Baseline security clearance desired.
