Background of the HRB The Health Research Board (HRB) Strategy 2021-2025 sets out a lead role of the HRB in advancing research, data and evidence, ensuring that research is recognised as the key to having a healthy population by delivering value for health, the health system, society, and the economy. This is achieved through both extramural funding of health research across a broad range of disciplines, and intramural provision of evidence synthesis service to the Department of Health, and collection of health data across four national health information systems to support service planning and policy in key areas of the health system. Structure of the HRB Extramural health research funding and policy activity is the responsibility of the Research Strategy and Funding (RSF) Directorate, which operates a variety of funding schemes and uses many different instruments to support high-quality patient-oriented research, population health sciences and health services research. These activities facilitate world-class health research by producing new knowledge, building research capacity within the academic and health services sectors, and providing vital research infrastructure and networks of health researchers. The Directorate is organized into three units with responsibility for delivering on distinct but interrelated portfolios of work, namely: Research and Innovation Infrastructures; Investigator-Led Grants, Research Careers and Enablers; and International Cooperation, Evaluation and Targeted Programmes. The collective value of the HRB’s active funding commitment in these portfolios exceeds €200 million , with approximately €45 million disbursed annually. As this is public money, there is an onus on HRB to account to government and other stakeholders, , for the proper use of the funds it allocates and the value on the research that it supports. Therefore, it is imperative that the HRB measures the extent to which these portfolios are achieving HRB strategic goals.
