Tender description

The Council manages investments of some £500m and a debt portfolio of circa £800m.\r These are substantial sums of money and KCC is therefore exposed to significant financial\r risks including the loss of invested funds and the revenue effect of changing interest rates.\r KCC's strategic objective is to control and monitor these risks and minimize their impact on\r its revenue budget. The role of the treasury advisor is seen as being key to the Council\r achieving its objective.\r \r KCC is therefore seeking to appoint a treasury advisor to provide advice and guidance on its\r treasury management and investment strategy. The services provided must include\r investment advice and not just the provision of information. The Council will rely on the\r advice and information provided in making its own independent decisions on its treasury\r management and investment activities.\r \r These services supplement the Council's in-house capacity to take treasury management\r decisions with specialist treasury management advice enriched by high frequency contact\r with relevant financial institutions and their regulators and frequent consideration of a wide\r range of relevant sources of information and analysis relevant to the formation of such\r advice.\r \r Tenderers must demonstrate that they can deliver the above service specification by explaining how they would deliver each aspect of the service within each of the following sections below. Tenderers must make sure that they fully explain how the service would be delivered. Anything that is not directly relevant should not be included.
