Tender description

UU has current framework agreements for: • Developer Services & Lead Replacement • Meter installation, repair & exchange (AMR) • Domestic Water Efficiency Audits • Meter Supply (AMR) including the associated connectivity/communication provision These activities need to be retendered prior to 01/04/25 to concur with the start of the next AMP (AMP8 2025-2030). UU are moving (in part) to the installation of smart meters & will need to secure the supply, Installation & connectivity/communication of these products for its AMP8 programme. The framework agreements for the above activities would historically have been tendered separately according to their activity ie. construction element as one tender & meter supply & connectivity/communications as another. However, there is now an opportunity to go to market for all, or combinations of, the activities in one tender should there be market interest/capability for this provision (activities are likely to be lotted). The purpose of this notice is to establish whether there is market interest & experience in the provision of all, or a combination of the activities. Before this procurement is published to the market we wish to gain feedback on the interest of likely applicants & establish which activities applicants would be interested in submitting bids for. This will help us to determine how to best aggregate or segregate the activities & ensure we receive viable bids at tender stage. UU are seeking to publish a PIN notice & conduct a soft market testing exercise as permitted by regulations 58 & 59 of the Utilities Contracts Regulations 2016 to understand the opportunity of aggregating all, or a combination of, the activities relating to Developer Services & Metering. In addition, the move to smart metering will improve metering coverage, connectivity & provide greater visibility through more frequent water consumption data, in line with our metering strategy.
