Tender description

Derbyshire County Council (DCC) is publishing a Prior Information Notice (PIN) setting out it's intention to seek the delivery of a new Recovery Initiative to deliver a co-ordinated and consistent quality of recovery related service provision across all districts and boroughs (potentially including online/virtual support) excluding Derby City. Given the nature of the project, the Council would like to invite bidders to think collaboratively and innovatively in order to develop a proposal which will overcome the obstacles attached to the geography of the region, further develop the concept and opportunity for ‘grass roots’ organisations and delivery of a high quality service which encourages and supports the recovery community. The Recovery Initiative will deliver on-going support in the community to enable individuals to maintain and continue the recovery journey. Support individuals in their own choices of pathways to sustain recovery both personally and psychologically. Derbyshire County Council require the Provider(s) to develop a Lived Experience Recovery Organisation (LERO) that will deliver against four core strands: Strand 1: Individuals Support individuals in addiction or recovery to address basic needs, promote sustainable behaviour change, and navigate health, social, criminal justice, and civic systems to build their recovery capital. Strand 2: Community To develop and support recovery groups, networks, and communities across the Derbyshire County Council footprint. Strand 3: Strategic Work strategically with Derbyshire County Council Public Health and partners to represent and develop the voice and roles of those with lived experience to reduce stigma and influence the prevention and wellbeing agenda in Derbyshire. Strand 4: Enterprise (*) future development) Identify and deliver commercial opportunities which are aligned with the spirit of recovery to create opportunities for people in recovery to develop new skill sets through employment and training and develop new income strands generate additional income to support the recovery initiative organisational mission. (*) It is anticipated that this element of the project is something that the provider(s) will evolve organically in partnership with relevant organisations; providers are not required to have this operational from the outset but should include their outline proposals as part of this bid. The Council wish to support the development of a service which creates parity of esteem between ‘professionals by training’ and ‘professionals by experience’. The Council would encourage Provider(s)s to consider how the wisdom of the lived experience community might be aligned with that of supportive staff members and volunteers who wish to support the development of a vibrant recovery community across Derbyshire. The contract will commence on 01 May 2024 for an initial period of 3 years with options to extend for up to two further 12-month periods up to a maximum of 5 years, subject to available funding.
