Summary of the work Enable DGFT, to host on behalf of our Black Country West Birmingham (BCWB) Integrated Care System (ICS), a master data management solution to manage large, multiple and disparate sources of data to drive better patient and staff outcomes. Expected Contract Length 5 year license with one year of implementation services Latest start date Monday 28 February 2022 Budget Range Capped at £375,000 exclusive of VAT for master data management solution and implementation Why the Work is Being Done ‘The pandemic has been a case study in the importance of expertise in data and analytics. By providing high quality tools and training to analysts on visualising data, both health and care staff and the public are provided with information presented in a clear and accessible way’ (‘Data saves lives: reshaping health and social care with data’, September 2021, Department of Health and Social Care) highlights how harnessing data leads to improved patient and service user safety by modernising our data infrastructure. As part of modernising our data infrastructure, Dudley Group NHS Foundation Trust (DGFT) now plans to invest in a modern master data management capability that enables the Trust, to host on behalf of our Black Country West Birmingham (BCWB) Integrated Care System (ICS), the management of large, multiple and disparate sources of data to drive better patient and staff outcomes. Problem to Be Solved DGFT and the ICS needs to significantly improve data quality over the coming years and concatenate siloed data sets with variable structures currently spread across many domains such as patient and employee that prevents individual level visibility and planning. Without doing so, DGFT and its ICS partners will be unable to meet the needs of its citizens and staff or make the most of advanced analytical techniques. Who Are the Users Four high value use cases will be targeted in year one by this implementation. The first of four high value use cases will initially be targeted at resolving the issues in cancer services of multiple silo data sets across the ICS with variable structures, that prevents patient level visibility and planning. The team utilising the master data management platform will offer both a significant increase in the data quality that is currently spread across multiple domains, whilst also offering a mature digital methodology to analyse clinical pathways data that leads to opportunities for improvements such as: • Case managers will know if a patient under their care has received care elsewhere to better understand the needs of the individual • Analytics and Insight Team will be able ingest data into an analytical platform to enable more insight in opportunities for preventative and corrective interventions Early Market Engagement No early market engagement has been performed Our analysis has defined a key set of requirements: - Highly intuitive and customisable, visually appealing user interface that encourages adoption and business change - Multi-domain capability enabling People, Objects, Locations, Events for mastering data such as citizens, employees, locations, suppliers, and assets - Customisable including complex workflow capability and event driven notification to business services - Solution that enables data quality to be improved including dashboard capability - Simple platform; easy to implement and maintain - Simple data ingestion from disparate data sources and including real-time, batch, APIs and third party enrichment - Deployable to Azure - DGFT licensed to use the master data management technology platform over 5 years for 2m mastered records delivering services to 15 local health and care organisations that form the BCWB ICS - Unlimited users (admin, super users, consumers), number of deployments, domains and environments **Write up continued in "Any work that's already been done" section** Work Already Done - Transparency on future license model past the initial 5 years (e.g. defined & outlined costs in line with original cost model) - Transparency on uplift costs for mastering more than 2m records - Configuration of the master data management platform within a DGFT provisioned Azure cloud environment - Delivery of four high-value use cases, that improve services to citizens and / or enhance management of our employees within the first year - Knowledge transfer on master data platform to DGFT and enablement of self-sufficiency for an internal team Existing Team DGFT has an Analytics and Insight (Informatics) Team that would direct the preferred supplier to deliver the solutions. The emphasis is on the supplier to deliver the master data management solution and the four high value use cases with knowledge transfer confirmed at the end of year one. Current Phase Discovery Skills & Experience • Please give an example of your team facilitating management of large, multiple and disparate data sources to drive better outcomes for citizens and staff and how you will support DGFT • Please give an example of how your team has used market leading solutions in mastering and managing citizen and staff data that will meet our future complexity and volumes • Please provide (a) evidence of expertise in data disciplines (b) an example of how your team will support the management of these disciplines. • Please share your experience in non-technical disciplines such as data strategy, data governance, data literacy, and digital transformation and adoption. • Given the sensitive nature of citizen data, please share evidence of adherence to appropriate cyber security standards • Demonstrate how your team have the skills to deliver high value use cases over 12 months and how DGFT would be 'near self-sufficient' in ownership of our MDM platform. • Demonstrate how you have ensured user adoption via the delivery of a highly usable solution to other customers Nice to Haves • Provide evidence of when your team members have delivered data transformation within a wider business change programme that addresses communications, skills and culture. • DGFT operate within a system of public and third sector organisations. Demonstrate your knowledge of the challenges faced within these sectors. • Given the sensitive nature of citizen data, share evidence of expertise in defining and delivering data ethic frameworks to ensure that data is managed appropriately. • Demonstrate where your team have supported a customer to rapidly deploy a master data management solution to drive benefits and de-risk implementation. • Given the sensitive nature of citizen data, please demonstrate you have or work in line with appropriate security qualifications such as ISO27001.
