Service Provider for DNA

Tender description

• Dstl has a requirement to collaborate with a BS EN ISO/IEC 17025:2017, Forensic Science Regulator Codes Accredited, DNA Service Provider to carry out DNA profiling and interpretation on DNA recovered from a range of different exhibits and individuals. DNA recovered from exhibits is largely degraded ‘Touch’ or ‘Low Template’ DNA. Dstl also has a requirement for a DNA Service Provider to receive and load a large number of provided electronic profiles to a DNA database for matching against existing data. Dstl’s requirement is that these recovered and electronic profiles must be screened against a DNA Elimination Database(s) and a database of Unsourced DNA Contamination profiles provided by FINDS, before loading to a DNA Database for matching against existing data. If there is a match to an unsourced DNA contaminant, an individual, or a match to a recovered profile, this will need to be reported to Dstl the same day in the form of a DNA Match Report of UK CJS standard, or a reported in a mutually agreed format. The DNA Match Report will either be delivered to a Police Force or to Dstl. There may be a requirement for the DNA Service Provider to provide a DNA Evidential Statement to UK CJS standard for use in the UK CJS or Overseas. Volume, turnaround time and type of test required will vary according to the class of sample submitted. The Technical Requirements of the Contract are for ease of presentation split in to 2 groups as defined in the Draft SOR. • Notes Potential Suppliers should note that only Suppliers that have: 1. Data storage facilities located in the UK 2. DNA services accredited to BS EN ISO/IEC 17025:2017 and the Forensic Science Regulator Codes; and 3. DNA services approved to load to the National DNA Database® will be eligible to submit a tender for this requirement
