NW Bathing Waters ~ Wave 1 Plan Development (phase 1)

Tender description

Through inclusive, collaborative approaches with stakeholders, identify gaps in the current Turning Tides Water Quality (Wave 1) Activity Plan that will enable future development of a coherent, embedded TT Water Quality (Wave 1) Action Plan the North West River Basin District. Additional information: Rather than take the traditional approach of the Environment Agency scoping and specifying the delivery method to be used, the preferred approach is to use an outcome based specification. The invitation to tender states the desired outcomes required for the project, but leaves potential suppliers to determine the most appropriate approach, in order to encourage suppliers to develop innovative solutions. Objective 1 is vital across the whole project, so the winning bidder would facilitate knowledge transfer especially with stakeholder external to Environment Agency, via whichever method is proposed by that supplier (either existing / new means). Objective 2 is mainly via the current tender opportunity, although through the process of the work being delivered, this objective will also be met (through the work needed to engage with stakeholder networks etc).
