Tender description

TII have a requirement to provide bi-lingual displays of Irish and English in accordance with the Irish Language Commissions requests. In order to address the bi-lingual requirements and achieve best value for money, TII have set out a plan for the purchase of 20 PIDs and the refurbishment of 46 existing PIDS which would bring all PIDs to a standard configuration. TII require to directly award this activity to Daktronics Limited and sets out the reasoning for this decision below. Please see section IV.1.1 Type of procedure for justification. Lot 1: TII have a requirement to provide bi-lingual displays of Irish and English in accordance with the Irish Language Commissions requests. Passenger Information Displays (PIDs) are present on Luas stops. PIDs provide passenger service information for Luas passengers. The oldest PIDs are now 13 years in service and many of them are running old software (eg. Microsoft Windows XP) and have hardware which is becoming increasingly difficult to source. All Luas PIDs are supplied by Daktronics, an illuminated display manufacturer. The oldest units were supplied in 2009 for Luas Docklands and run Microsoft Windows XP. There are more recently supplied units which run other MS Windows versions. In order to address the obsolescence issues with older PID units and to enable bi-lingual displays across Luas, it is essential to upgrade all Luas PIDs to the latest hardware and software. This is proposed via a twin track approach which consists of; - Initial purchase of 20 new Daktronics PIDs. - Ongoing factory refurbishment of 46 Daktronics PIDs TII is not seeking expressions of interest. This is a voluntary notice stating Tll's intention to award a contract to a current supplier.
