Tender description

The Utility Regulator (UR) is a Non-Ministerial Government Department. It was established originally as the Northern Ireland Authority for Energy Regulation, under the Energy (Northern Ireland) Order 2003 (the Energy Order), to independently regulate both the electricity and gas industries. The Water and Sewerage Services (Northern Ireland) Order 2006 (Water and Sewerage Order) changed the name of the Northern Ireland Authority for Energy Regulation to the Northern Ireland Authority for Utility Regulation, and imposed on it additional duties and functions associated with the regulation of supply of water by water undertakers and the provision of sewerage by sewerage undertakers. The UR works independently in the discharge of its statutory duties, as set out for electricity and gas in the Energy Order and in relation to water in the Water and Sewerage Order. The UR requires a framework for the provision of legal services comprising 2 Lots representing the specialisms required. Up to 3 service providers will be appointed to each Lot to provide advice or to act on behalf of the UR. The UR has a small in-house legal team and it is envisaged that successful service providers will liaise very closely with this team.
